Because of the traditional urban-rural dual system, inparticular the shackles of the household registration system, their children could only stay in rural areas, and couldn't live with parents. These Left-behind Children would face various problems because of the "absence" of their parents in the key period of their growth and development, and some problems would be very serious. The problem of Left-behind Children is the "Society pain" caused by labor transform. Whether they could bring up healthily is relative to the building New Socialist Countryside, and also relative to the sustainable development of our country. The Left-behind Children's survival and development have drawn wide attention from all sectors of society. Some schools and community groups try to solve this problem by finding "acting father" and "acting mothers" (that is Surrogate Parent System). The implementation brought a broad impact of the society, and the government has been the recognized and supported to it.How about the implementation of the Surrogate Parent System is? How is the implement result? Have the problem of Left-behind Children been solve yet? The paper has down the investigation the Surrogate Parent System in Zhang Town, Shangyu City of Zhejiang Province. The demonstration basis came from the consideration during practice. Since Zhang town has studied the problem of Left-behind Children from 1997, and put in force of the Surrogate Parent System from 2004, and accumulated a lot of experience. Since working in Zhang Town for several years and acting as parent for a long time, the author collected large number cases of Left-behind Children management and Surrogate Parent System, and had a deep understanding of the implementation of Surrogate Parent System.In order to grasp the implementation of the Surrogate Parent System better, the author has compiled three sets of questionnaires to do the investigation of 103 surrogate parents , 276 Left-behind Children, 252 parents of the Left-behind Children, and communicated with the relevant government officials, experts, principals, people and parties. Through the analysis of the questionnaire results, case records and interview reports, the problem of Surrogate Parent System in Zhang town has been pointed out: Lack of natural affection could not be could not be made up, the improvement of the children's moral, intellectual, physical were limited, helping and supporting relationship were short-term and volatile, the career design of the Left-behind Children were ignored. on the basis of the investigation, the author used legal, public management, sociology, and other aspects of knowledge to do a in-depth analysis of the reason of the problem with surrogate parent system. And the author also proposed that to solve the problem of to Left-behind Children should be synchronized with economic development, social development, and it needs a long-term process. The Surrogate Parent System is short-term measure, but it's not the expedient measure. Because China's industrialization, urbanization may last for at least 10 years, although the Surrogate Parent System is not mature enough, but it is a reasonable product during the period of social transition, and even the best strategy in the special historical period. Therefore, the government should support it, increase the investment funds to establish some social-care centers, and other measures to further improve and complete the Surrogate Parent System, so that it could play a more important role in Left-behind Childrenmanagement.
