China's economy has been developing rapidly in its 30 years of operating the reform and open policy. However, a severe shortage of skilled workers, especially high-skilled workers has become a bottleneck that hinders the further development of China's economy, and a major problem that occurs in the process of social development. It is a new subject for vocational education to speed up training high-skilled personnel who are conducive to industrialization. On the other hand, with the rapid urbanization of rural areas, the transfer of rural surplus labor force, the quality improvement of a new generation of farmers as well as the design of their career development in the future has put forward newer and higher requirements for the development of human resources and the education in rural areas. Vocational colleges, the most direct and effective load-bearing of vocational education, are duty-bound to take up the great historical mission of developing human resources in rural areas.As the inherent teaching model is lagging behind, the hematopoietic function is not strong and the investment from the government is of a serious shortage, vocational colleges have great difficulties in growth and development and can not meet the growing demand for high-skilled personnel. On the one hand, the society is now in an urgent need of high-skilled personnel; on the other hand, vocational colleges is still difficult to meet the high demand for training high-skilled personnel. They haven't found the proper feelings in educational ideas and concepts, as well as schooling orientation; They have a historical problem with the rationalization of teacher-student ratio; It is difficult for them to invest massive funds in one go in the practical training; the traces of academic education are still heavy; there is still a gap between the level of graduates' skills and the needs of society.According to relevant statistics, 80% of vocational college students are high school graduates of this year or the previous in rural areas and towns. These students belong to the category of human resources development in rural areas. We can conclude that on the one hand, vocational colleges have to face the problem of developing human resources in rural areas; on the other hand, they have to establish schooling orientation, set up a reasonable curriculum and improve teaching methods and teacher-student ratio, enhance practice and training, strengthen professionalDevelopment and reform the management system to increase efficiency so that they could send the trained students to the right work. The vocational colleges should solve the problem of job skills and vocational awareness of rural human resources in the process of urbanization through a standardized system of training and transfer the rural surplus labor force to high-skilled personnel. In this way, the issue of shortage of skilled workers can be settled and the human resources in rural areas can be developed effectively.
