Compared with higher vocational education of western countries, planned economy and traditional personnel management of state-owned public institutions have deep impact on our human resource management of higher vocational education institutions. The majority of higher vocational colleges follow the tradition to establish personnel department as a department of human resource management with independent functions, while a small number of institutions add related functions to school office or to other administrative department instead of setting up special department of human resources management. Moreover, the duty of personnel department is limited to managing wages, records and so on, which can not meet the requirements of modern human resources management and can not adapt to the practices of human resources management. So management model of human resources in higher vocational institutions urgently needs to be improved. According to this, by describing the process of organizational model of institutions, analyzing the related factors that affect the human resources effect and the obstacles that hinder the human resources effect have impart, this article proposes solutions to innovate the management model of human resources and improve the effect of human resources.This article consider that, before studying the laws that human resources of higher vocational institutions run, firstly, we must understand the basic rules of education running and the general rules of education that runs in the higher vocational colleges. Following this, the article introduces, summarize and analyze the evolution of model of public personnel organization and the emerging of management model of human resources management in institutions. After finding out the problems existing in the process of human resources effect running, in the face of the challenge that market economy brings to the human resources management of higher vocational colleges in our country and on the basis of learning from the experience at home and broad, measures that upgrade investment efficiency of human resources, make conversion mechanism of human resources better, improve operating model of human resources in higher vocational colleges, realize the value of human resources and value-added are posed by the article.
