| With the propelling of the popluar,the localization has also become an important trend in the progress of the world's higher education.In China,from 1993 to nowadays,the localization has already developed primarily,after the Central Government had raised the higher education's policy which would gradually construct the new structure that the central government and provinces would be the main part, and the social circles participate in.The regional colleges resultedly became the production of the localization of higher education.The educational localization is the transformation of the administrative models,in other words,which is the decentralizational administration with the change from extrocontrol centralizational system to localizational administration and self-management of universities. Simultaneously,it has also impacted on the different level of universities for the reforming to the ways of deploying of educational resources.For the regional collges,they would gain unprecedented opportunities with advancing of localization,as well as confront serious challenges of resource shortages,because the regional collges not only take ordinary missions of teaching and training students,but also realize the functions of serving for the local society.In the progrss of localization,the regional collges would cofront the practical problems that how to play roles of the think-tank,resources of motion and propeller of technology in the local politics,economy and society,how to solve the insufficience of teaching resource by means of the rich and uique benefits of local resources.The localization of regional collges is not only an administrational paradigm shift from extra-control to school-based,but also a change of philosophical thoughts from dependence to autonomy,which necessanates the regional colleges change the close ways of thought,and break the regional barrier of the instructional resource construction in the process of localization.In the same time,the regional colleges should open their eyes to the whole society,and try to seize the chance brought by education localization to realize the win-win and interaction between the regional colleges and local society.Based on how to control the relations of the colleges and all kinds interest groups,as well as the interrelated contents influenced by the essence of the teaching resources,the paper regarded the localization as an instruction thought,and consider the universities teaching resource construction as a dynamic and systemic process.It proposed the sharing concepts and tactics which the regional colleges should have in the course of instructional resource construction.Additionally,we hope that we could find a practical ways to prompt the education and resource qualities through realizing the interaction and shares between the regional colleges and local society.Surveying the theory,the first part of the paper pointed out the localization that was both a paradigm shift of administration and transformation of philosophic thought.According to the system thoery,the teaching resource construction was also a systemic and dynamic process.The second part probed the current resource situation that the insuffiency of the overall stocking,wastion and inefficiency samely.It also found the current resource constructional situation that repetitive constraction prevallently between uiversities and local societies,lacking system plans and interaction,win-win.The third confirmed that the real situation in the course of the regional colleges teaching resource construction.By SWOT analysis,it found problems and achieves that the teaching resource construction of the investigated colleges.On the ground of the foregoing parts,the fourth proposed the constructs how to realize the interaction,share and win-win.In the process of the localization,the development of regional colleges is not a sole thing,it requirs the collective programs both regional colleges and local society.The paper suggests that it is possible and practical to realize the interaction and win-win between regional colleges and local society in the teaching resource construction. |
