| Brain Korea 21 Program(BK21) is an intensive human resources developing program initiated by the Ministry of Education & Human Resources Development,which is engaged in upgrading the research infrastructure and graduate-level training of universities.The program was officially implemented in 1999,including two phases,namely the first phase(1999-2005) and the second phase(2006-2012).The overall goal of BK21 is to foster world-class research universities, meanwhile there are five specific objectives,they are fostering a number of world-class unversities and producing top-notch human resources in order to provide technology for social development; nurturing high-quality researchers and improving the research capacity of the entire country; focusing on building a number of outstanding universities and specialized regional universities,and strengthening the unversity-industry collaboration and improving the competitiveness of regional colleges and universities;reforming the education system to cultivate innovative talents; encouraging the educational institutions to foster talents who can follow social development,and creating a mechanism for fair competition.In promoting the development of higher education in Korea,BK21 has played an important positive role.The implementation of BK21 has strengthened the capacity in schools,teachers, scientific research results and ect.;Discipline construction has made significant achievements and has initially formed a system of reasonable construction of key disciplines which adapt to the country;the program has been provided with a stable and enriching environment of education and research for young researchers and has nurtured a group of talented people;BK21 has expanded the international exchange and cooperation in the breadth and depth and has greatly enhanced the disciplines level and international influence,and it has improved the international influence of Korea's higher education;The program has promoted the reform and innovation of higher education and has enabled the entire higher education structure switch into a research-oriented system.At the same time,BK21 has made great achievements in the humanities and social sciences.Everything has both sides,although BK21 has many good points,it has negative points as well as the existence of the problems.For example,because of investing much money in universities of the Seoul metropolitan area,it caused a wider gap in research capacity between universities of the Seoul metropolitan area and other regions;The assessment methods in universities have taken 1-2 years' method,which is not good for the long-term development and ect. The paper has five parts.First of all,briefly discribing BK21 in Korea at home and abroad,and defining the related concepts.Secondly,addressing the economic,political and educational background of BK21.Thirdly,expatiating the goal and content of BK21.Fourthly,analysing the implementation of BK21,including investment scope,management system,implementation results and an analysis of Hanyang University.Finally demonstrating the good and poor points.Based on these analysis and combined with the implementation of '985 project' and '211 project'of our country,I have some high education developing proposals. |
