With the "Hanjiang Miracle" attracting worldwide attention,South Korea's economy has made great progress,but the remarkable economic growth is mainly concentrated on the capital area represented by Seoul,Incheon,and Gyeonggi province,which causes a large gap between the capital circle and the region(local).In order to narrow the development gap between the capital circle and regions,promote the personalized development of universities,cultivate excellent regional talents,and build a regional innovation system,the Ministry of Education and Human Resources Development in South Korea issued the "New University for Regional Innovation program" in 2004,namely"NURI program".The program is one of the key projects supported by the Ministry of Education and Human Resources Development for promoting the development of regional universities.The government promised to invest 1.24 trillion won($1.24 billion)over five years.The "NURI program" aims to develop areas of specialization for regional universities and to combine them with local industries.Finally,it is hoped that the formation of university-leading regional industrial clusters can alleviate the excessive development of Seoul and promote the development of regional industries and higher education.In the development history of higher education in South Korea,the "NURI program"has played a very important role.The implementation of the "NURI program" has improved the professional level of regional universities and enhanced their competitiveness in professional fields.By strengthening the training of curriculum revision and practical links,the employability of regional graduates has been improved,and outstanding talents have been trained for the promotion of regional development.The "NURI program" has narrowed the development gap between the capital circle and the region,and promoted the regional balance of Korean higher education.In this paper,the basic situation of higher education in South Korea before the introduction of the program and the background of the program are firstly investigated.South Korea's higher education has expanded rapidly before the introduction of the program.With the rapid expansion of scale,some problems in the development process of higher education also gradually appear.For example,the employment situation of college graduates is grim,the distribution of educational resources between universities in capital circle and regional universities is unreasonable,and the quality of transnational education is declining.Furthermore,in order to adapt to the challenges of economic globalization and knowledge economy,promote the balanced development of countries and regions,as well as offset the deficiency of "BK21 project",the South Korea government officially introduced "NURI program" in this context.Secondly,the goal and main contents of the plan are introduced in detail.The "NURI program" aims to cultivate excellent regional talents by providing targeted and practical education programs,and gradually increases the employment rate of local college graduates so as to promote balanced development in thecapital circle and the regions.The main contents of this program consists of the general provisions of the program,the regulations of the business associations,the conditions for the participation and maintenance of the business associations,and the contents and types of the business.Thirdly,the implementation of the plan and the case study of Busan University are expounded,and how to select and manage the business associations in the implementation process of the "NURI program",as well as how Busan University actively participates in the program are introduced.In addition,the effect and evaluation of this program are summarized.The implementation of "NURI program" promotes the diversification and innovation of courses,and improves the teaching environment and the teaching quality.The "NURI program" broadens the employment opportunities for regional university graduates and promotes the development of the region.However,the "NURI program" micromanages in a bureaucratic way,which leads to inefficiency and low productivity.Moreover,the program is evaluated without taking disciplinary differences into account.Finally,four enlightenments of the program to China's higher education development strategy——"double first-class" construction are analyzed,including:1.bringing the government's leading role into full play and promoting regional balance;2.balancing development among regions and narrowing the gap between them;3.increasing the investment of funds in weak areas and ensuring the rational allocation of funds;4.strengthening the cooperation between industry,university and research institutes and improving industrial competitiveness.
