For a long-term development of a nation,education is the top priority,as is true of the fact that teachers are the basis of a long-term development of education.The point of developing education in rural areas is to build a sufficient,well-structured,high-quality and relatively stable teaching staff,which is not only of great importance to the modernization of agriculture,countryside,farmers and the sustainable development of basic education in rural areas,but of tremendous significance to the construction of socialist new countryside.Hebei is a major farming province.According to the survey conducted in the end of 2007, the whole population is 68,900,000 while more than 54,700,000 people live in rural areas. Accordingly,the students of Hebei province in the phase of compulsory education are 7,716,808,while 6,554,103 out of whole number are rural inhabitants.Put it another way, over 80%of the students in the phase of compulsory education live in rural areas,which means the compulsory education in rural areas claims a very important position in the whole educational system.Therefore,Hebei government made great efforts to develop the compulsory education and enhance teaching staff in rural areas.The compulsory education in rural areas has achieved remarkable results;the number of teacher can nearly meet needs;the structure of teachers gets further optimized;the overall quality of teachers is improving;the social atmosphere of respecting teachers and education is becoming more and more prevailing; legalization of teaching staff is enhanced further more.By the higher standard of compulsory education,however,some potential problems in the construction of teaching staff is becoming increasingly obvious.Therefore,the research about current situation of construction of teaching staff in the phase of compulsory education in rural areas of Hebei province is an urgent issue practically as well as theoretically,in the expectation of analyzing the existent problems and exploring effective solutions.Based on the 2003-2007 statistics about basic education from the Department of Education in Hebei province and field survey in some typical counties in Hebei such as Wei county and Li county,the research,exerting synthetically the methods of philology and questionnaire survey and so on,presents a faithful description of current situation of construction of teaching staff in the phase of compulsory education in Hebei rural areas and probes into the major problems and reasons and reveals the its major problems.And finally the thesis proposes the coping strategy on how to improve the construction of teaching staff in Hebei.There are four parts in the thesis:part one is introduction which includes the reasons for choosing this theme and significance of the research,the analysis of relevant documents, the definition of related concepts and introduction of methods applied;part two is about the analysis of current situation of teaching staff in the phase of compulsory education in Hebei. By virtue of the analysis and careful calculation of the statistics on basic education conducted by Hebei Education Department in 2003-2007,we get a clear picture of current situation of teaching staff in rural areas in the phase of compulsory education,including,the number structure,the age structure,the structure of professional titles,sex structure,academic structure,division of disciplines,social status and treatment of teachers,professional levels, legal process of construction of teaching staff and supply mechanism of teaching staff.Part three states the major problems of teaching staff in rural areas in the phase of compulsory education.They are:the number of teachers is relatively insufficient in some places;there exist some substitute teachers;the structural inconsistency of teaching staff is prominent;the overall quality and professional level of teachers in rural areas are low;the interests and rights of teachers in rural areas need improving.Part four put forwards the coping strategy and suggestions on how to enhance the construction of teaching staff in rural areas in the phase of compulsory education.On the basis of current situation and analysis of problems,the paper, with the consideration of national policies about teachers,proposes the coping strategies and advice on how to enhance the construction of teaching staff in the phase of compulsory education in Hebei rural areas,including keeping improving the distribution of teacher resources,raising the salary of teachers in rural areas;optimizing the structure of teaching staff from more than one dimension;strengthening the task of teacher's training;increasing the professional quality of teachers in rural areas;enhancing the ethic of teaching profession and raising the professional ethic of teachers in rural areas.
