A Study On The Structural Optimization Of Higher Education In Hebei Province In The Perspective Of The Main Functional Areas Of Beijing, Tianjin And Hebei Province

Superior higher education is not only an important symbol of the core competitiveness for a nation, but also a basis for the nation maintaining its own character. The higher education of Beijing, Tianjin and Hebei Province should be re-examined under the national strategies of the main functional areas, and a new coordinate in restructuring Hebei higher education has been established. On the basis of Non-zero-sum Game Theory and Non-balanced development Theory, the thesis mainly studies the structural optimization of Hebei higher education, in the totally new view of the main functional areas of Beijing, Tianjin and Hebei Province. Hebei Province should take the opportunity of the cooperation in the three areas and make plans from the angles of both the whole nation and the area development of Beijing, Tianjin and Hebei Province.The thesis states the definitions of higher education structure and main functional areas, the relation between the strategies of main functional areas and the area-cooperation in higher education, as well as theoretical basis of structural optimization of higher education under the view of national main functional areas; then the conditions of higher education structure in Hebei has been analyzed from four aspects of hierarchical structure, category structure, formal structure and regional structure based on a lot of data and research, in the ways of comparative study, as well as the analysis of quantitative and qualitative. Comparing higher education of Hebei with that of Beijing and Tianjin, their advantages and disadvantages has been clear. Speeding up their construction of world-class universities and high-level universities, Beijing and Tianjin mainly develop their postgraduate education, while they tend to stable the scales as well as produce the characteristic of undergraduate education and college education. Under this circumstance, with striving to develop the post-education, higher education of Hebei Province should fully utilize the higher-education resources of Beijing and Tianjin, mainly develop its undergraduate education and college education, thus, it could form the malposition-development with Beijing and Tianjin higher education. After that, some successful higher education development cases from both other countries and domestic have been explored in order to acquire some inspirations. On the basis of all the research above, and in the perspective of the monolithic development of higher education in Beijing, Tianjin and Heibei Province, the thesis provides some matching strategies for optimizing the structure of regional higher education, especially higher education structure of Hebei Province. The strategies are given from three levels:macro-planning (that is, broadening field in the monolithic development of the regional higher education), medium-promoting (that is, fixing precisely for the improvement of higher education in Hebei) and micro-breaking through (that is, optimizing the structure to complement each other's advantages and realize co-prosperity). The strategies could be the references not only for the government to enact the policies about higher education, but also for the universities in Hebei deepen their cooperation with the universities in Beijing and Tianjin.
