The popularization of compulsory education level is an important symbol of national education system, is the key and foundation of the revitalization of the nation, and the future development of the country be bound together in a common cause. At present, our country has universal nine year compulsory education, with impressive results, but with the education has entered a crucial stage, a lot of unbalanced phenomena emerge in an endless stream, a serious impact on people’s satisfaction of education fairness, has aroused great concern of major groups, the compulsory education has become the focus of education reform.The restricted factors of economic development, regional economic, cultural development is very uneven, the implementation of a unified standard is still very great difficulty in the country and the province, but the county as a unit, the use of the culture, economy is relatively close to the phenomenon, can provide a breakthrough to solve the compulsory education. This paper based on the practice of compulsory education in Huangmei County of Hubei Province, to study how to solve the problem of compulsory education equalization, in order to promote the practice of the development of related fields to make a beneficial attempt theory.First of all, on the literature on the balanced development of compulsory education at home and abroad were summarized and analyzed, a clear research background, significance, purpose, put forward specific argument, in order to carry out targeted research.Secondly, the thesis studies the theoretical basis.
