Education is regarded as the greatest instrument to achieve social equality. Education equality is both a shared pursuit of society and human development and the pursuit of essential values of education self-development. The fairness of college admission and examination system is one part of the fairness of education, the starting point of higher education fairness. The American higher education should be the most developed in this world, its examination theories and techniques should also be the most advanced. Moreover, Americans always think they are the followers of democracy, equality. The practice of American college admission and examination system fairness has developed for hundreds of years and should be successful in many aspects. The fairness of American college admission and examination system is the research object in this research. It mainly summaries the fair problems of American college admission and examination system, analyzes the reasons of unfairness introduces its remedial measures and explores its references and implications to China.In the research, there are five parts.In the first part, it introduces the origin, status, procedures, methods and key words of the research.In the second part, it mainly introduces and analyzes schools admission system, certificate admission system,optional and selective admission system in the American history.In the third part, it mainly summaries the unfair problems of American college admission and examination system, analyzes its reasons and its remedial measures before 1960s, including two parts: aristocratic privileges and admission fairness, Racial Discrimination and admission fairness. The unfairness of American college admission and examination system before 1960s belong to form unfairness. At that time, colleges and universities admitted applicants by religion, family status, and race, so many students from the underworld, black students had no chances to go to college. To achieve college admission fairness, Americans strived for hundreds of years and employed many measures: set up state university, carried out Land Grant Act, promulgated the equal race policies. The fourth part puts attention towards modern American college admission and examination system fairness .in the modern time, though the college admission system is fair in the form, it is still unfair in practice. Many Vulnerable groups have no chance to go to college. In this part it first summaries the unfair problems of modern American college admission and examination system: the racial discrepancy and economical discrepancy of college admission rates, then analyzes its reasons: economical handicaps, poor academic preparation and the shortage of Social capital, and finally introduces its measures: affirmative action, financial aid and early intervention programs.The fifth parts mainly summaries the unfair problems of College entrance examination system in China: the discrepancy of college admission rates between students from the rural areas and cities, the discrepancy of different social hierarchies, and then explores references and implications of American college admission and examination system to China.
