The result of the sports (and health) curriculum reform were not satisfactory after it was implemented in 2001 year . In this paper, the actuality of the implementation of the Sports (and health) is investigated, and then use the analysis on factors to find which factors impacted the implementation of the sports (and health) curriculum. This paper analyzes the factors deeply who impacted the implementation of the sports (and health) curriculum, put forward the plans which have some significance countermeasures. Through research this paper come to thefollowing conclusions:1.The results of the sports (and health) curriculum reform were poor in Luoyang city, and the goals of teaching of the sports (and health) curriculum is not ideal, give prominence to the venues for inadequate equipment and students not interested in sports. teaching evaluation, the content of courses, teaching methods followed the traditional model to a large extent, but we have to look at dialectical followed the traditional model of the phenomenon.2. After the analysis on factors , this paper has six factors which impacted the implementation of the sports (and health) curriculum: the school leader, the PE teachers, students, the equipment, the training of the PE teachers , teaching factors.3. All of the impacting factors embodied the following way: The PE teacher' s week lessons,academic qualification,wages,the training of the PE teacher,the pressure of the PE teacher and other factors give impactation to the PE teachers' learning, the ability of the PE teachers' teaching, improving the overall quality, and so on . so that it impacts the implementation of the sports (and health) curriculum. Second, school leaders do not attach importance to the sports (and health) curriculum reform, do not strengthen the management of the PE teacher, exchange with the PE teacher less. Three, they give too much emphasis on the student's interest, so that it make the classroom management in chaotic. They organizes the students by gender Most of the group, make the students to unite freely; the training among the PE teacher does not exist regional differences, but there are differences between different qualifications, the need to improve the training mode; venues equipment investment remains inadequate; the physical (and health) problems their own courses.4. the measures to improve the effect of the implementation of the sports (and health) curriculum is mainly : (1) The school leaders should understand the sports (and health) curriculum reform deeply, change the traditional concept , strengthen the management of its reform process and leadership capacity, We must actively lead and organize the teaching and exchange activities to solve practical problems. (2) we create a good internal and external environment to make the PE teacher progress, make the wages incentive for the PE teachers; strengthen the exchange of the teaching experience among the PE teachers, continually reflect on teaching, enhance their sense of responsibility and professional ethics.(3) we make the way to inspire students to learning motivation right, create a good sports cultural atmosphere on campus , culture the students to interest in the sports . (4) we change the concept of teacher education and teacher training model, a variety of forms of training, try school-based training, go a way the teaching-training in the form of integration training. (5) the school leader values the reform of the physical education curriculum, and work hard to fight for more funds for the physical education curriculum. PE teachers and give full play to the self-creativity, improve the utilization of equipment venues now, the development of new venues space equipment to ensure the safety of space equipment...
