Action is the most important of the one of the basic capacity to human, but also an important and indispensable instrument for the individual to carry out practical activities. The students do a good job motor learning, for their full development is essential. This paper attempts through the stage of basic education students studying sports action study and hope to give primary and secondary PE teachers teaching science and sports action reference.The paper use the student of sprimary and secondary school as the research object , and summarize the current primary and secondary schools in the following four areas must keep up our efforts by use of literature,expert interviews,logical analysis,comparative study method and observe method .The first part of physical education teachers in primary and secondary schools in the selection of the contents of motor learning in the manifestation of the comprehensive development of the physical and psychological aspects of students have yet to be strengthened; all levels of the convergence of learning content is not very smooth; by the "sport to play down" to mislead the thinking, action selection is also There is a certain degree of deviation. The second is for students to learn the best time for motor skills - sensitive enough to grasp fully. Third, in teaching, the majority of physical education teachers can not teach students to learn in an important position, there is no or very little learning involved in sports action. For all these problems, I made some of their own solution: First of all actions should be based on the law of development of students and the characteristics of physical and mental development of students as well as the reality of the school to arrange learning content; followed by a variety of teaching students to understand the quality of the development of a sensitive period, very good to deal with sensitive and non-sensitive period of learning; again in order to achieve for students to learn how to learn, we should be in the learning process involving continuous learning policy. A little teaching, and should guide students to carry out a proactive action learning; final action is in teaching demonstrations, and exercises to explain the distinction between the age of the different characteristics of students, as well as the characteristics of the different items of different treatment.
