The elementary education plays an important role of overall situation,foundation and fore-runner in the whole education system,and promoting harmonious development of the elementary education of town and country is the key and difficulty of the elementary education,and it's also the important expression of education justice.It's glad that our government has made some policies support the elementary education of countryside in recent years,however,the un-symmetry of educational idea and conditions and other aspects restrict the development of the elementary education of countryside.It's still very difficult to reduce the disparity of the elementary education between town and country.On this problem of the development of the elementary education of the town and country,researchers have different opinions,and describe its present situation,analyze its reasons,and supply t he tactics from different aspects.All these supply very important basis for making the country's policies.This article use the methods of document and theoretical analysis,and tries to study how to plan the elementary education of town and country as a whole development based on the Coexistence Theory. And it also seeks new theoretic support for the coexistence of the elementary education of town and country.Coexistence Theory can be applied widely and generally.Cooperation and joint development is the core of Coexistence Theory,and its essence is consistent with the harmonious development of the elementary education of town and country.That is to say,planning as a whole development is harmonious coexistence.Based on the Coexistence Theory and the reality of the development of the elementary education of town and countryside,this article analyzes the reasons of un-symmetry mutual benefit coexistence of the elementary education of town and country from these aspects of governmental policies and educational system and the administration of school.Finally, it puts forward the tactics about how to solve these problems,it is no other than form the coexistence system of the elementary education of town and country to promote the development of the elementary education of town and countryside.It includes the cooperation and communication system,the mutual aid system of coexistence,the system of driving force of attracting social resource to set up education and the leading system of government.
