Study On Multi-governance Of Sports Featured Town Under The Perspective Of Governance Theory

The small town with sports characteristics is a practical innovation in the development of China's sports industry.Government departments must provide effective systems to ensure the orderly participation of market,society and residents.Through extensive literature data,found that current our country sports town on the path of development and construction of the study also is less,but at a practical level,sports town is in construction and management is the participation main body too little,such problems as poor governance effect.Sports town,therefore,must be aware of is a complicated system engineering construction,the lack of the participation of different governance body,will seriously affect the sustainable development of the physical characteristics of town and marketization operation.Based on this,this study hopes to explore sports status and problems of small town construction and management,to grasp the operation law of sports town,using governance theory,symbiosis theory exploration management in theory,such as multiple governance and promote our country sports characteristic town sustainable development path.This paper makes a comprehensive study on the multi-governance of small towns with sports characteristics by means of literature,interview experts and field investigation.The main contents of the study are: 1)literature review,research concept definition and theoretical support of relevant studies at home and abroad.2)the dynamic elements and participants of diversified governance of small towns with sports characteristics are described.Dynamic factors mainly include management of small towns in theoretical innovation,good prospects attract enterprise businesses to participate in the sports industry,the administrative system reform promotes the change of government function,sports consumption demand expansion.The analysis of participating subjects mainly includes government subjects,market subjects,social subjects and residents.3)the investigation was carried out on the town in jingzhou city,hubei province W analysis,by visiting town in town government workers,operators and residents,the town of multivariate management present situation analysis,summarizes the successful experience of town of multiple governance: successful marketization operation,government support and active participation of residents.At the same time,it summarizes its shortcomings: the market subject is single,the multi-governance lacks the system guarantee,and the multi-governance benign operation mechanism has not yet been formed.4)based on extensive literature review and field research,explore the basic ideas and implementation paths of diversified governance of small towns with sports characteristics in China.It is concluded that the basic idea of diversified governance of small towns with sports characteristics includes: constructing the pattern of diversified governance of small towns with sports characteristics and forming the joint force of governance;Innovating diversified governance mechanism of small towns with sports characteristics;We will improve the diversified governance and guarantee system for small towns with sports characteristics.The realization path of diversified governance in small towns with sports characteristics is as follows: the government should provide the system well;Apply PPP financing model;Standardizing the market behaviors of enterprises;To play the governance role of social organizations;We will actively promote residents' participation in governance.
