And it is a social relief system that the state and social establish to security the rural poor whose income difficult to maintain the basic living. At present, the number of poor people is large and deep poverty in Chongqing. How to improve and perfect the rural minimum subsistence guarantee system, to solve the issues on the basic living of this huge poverty, to preserve their "right to life" and "right to development", have its'important necessity and urgency. It will help to promote the new rural construction and build a harmonious society, and in favor of the overall stability of the coordinated development of the economic and social in Chongqing.Firstly, the main body of the thesis reviewed the course and summary of the rural minimum subsistence guarantee system, affirmed the achievements of the system in Chongqing, and analyze the great significance of the full implementation of the rural minimum subsistence guarantee system. Secondly, make a comparative analysis between government and rural questionnaire data, Chongqing and the national data. Thirdly, by the comparative study found the difficulties in the implementation process of the rural minimum subsistence guarantee system, such as narrow coverage, minimum standards for low, difficult to determine the minimum target, legal system, low shortage of funds, program to run non-standard and other complementary measures not enough and so on.
