The Study On The Huge Debt Risk Of University Multi-center Governance In China

Since China's higher education "expansion policy" began from 1999, the " connotation-style " development of universities make the resources become more and more scarce, to keep the balance,univerisities ask economic help from the bank,and this has become a main solution to the current universities .From 2006, colleges and universities have entered the peak period of repayment.Then,the problem of universities indebtedness has draw much attention from our society, it were a hot topic in "two sessions" of 2007, and this is also a difficult problem that troubled the higher education scholars. Since the end of the eighties in last century , the Western countries government began to reform the wave of governance theory, from the many new public management theories , multi-center governance assert unique glory. Therefore, the author take a perspective of multi-center governance theory of new public management, combined with the description of China's universities current debt risk to find out the deep reason behind the debt crisis, and try to explore the solution of the huge debt crisis in China's Universities based on the multi-center governance theory.There are four chapters in this paper. The first chapter is introduction, which elaborates research basis, objects and methods, and advances its theoretical and realistic significance of this research. meanwhile, the authors pointed out the theoretical value and practical significance of this theory.In the second chapter, the author elaborate the background and characteristics of multi-center governance theory, first introduce the explanation of debt and debt crisis; then introduced the theory of the emergence of multi-center governance theory, and its characteristics and the basic content; to combine multi-center on a preliminary assessment of governance theory, analysis the feasibility of the theory in dealing with university huge debt crisis. The third chapter described the liabilities pressure of the Chinese universities as well as the current debt problems responses of universities stakeholders,and set "the expansion of Jilin University, "as the case of China's huge liabilities Universities Analysis of the phenomena attributed.. The last chapter elaborate the solution of governance from a multi-center governance perspective, combined with the role in this university debt crisis that each stakeholders play, try to explore a solution from the space, the main body, means, and the power these four dimensions respectively. Only when these four centers constitute into a complete system, and form in a balanced way, their combined effect can assert influences to the current huge debt crisis of our colleges and universitiesin a desired way At the end of this paper, the author integrate the four dimensions of governance in the process of implementation of the strategic position and tactics. In the "conclusion", the author summarize his comprehensive point of view of the entire article that the purpose of this paper.This paper attempts to explore the path frame of the current debt crisis of our colleges and universities ,to expand the research fields of debt risks.of colleges and universities, enhance governance theory, multi-center study on the significance of education reform, in order to find out a effctive solutionto deal with the debt crisis in colleges and universities .
