The Research On The Problems Of Community Governance In Shenzhen City Under The Perspective Of Multi-center Governance

In current, the Chinese society is during the period of rapid transformation. New situations and new problems are emerging, as the basic unit of urban, urban communities changed from a single power administrative system of government increasingly into multi-agent governance system, this system including government, market, society and the broad participation of residents. Community governance has become a key point of social management innovation in china. Shenzhen, as the frontier area of the China’s reform and opening up, should become leaders in community governance innovation. Over the years, Shenzhen has been engaged in continuous efforts and changes in community governance, and accumulated a lot of useful experience in the process of innovation.for example,"the yantian model""the nanshan model","the taoyuanju model". These models are learned by other cities. While there has been some success in community governance innovation in Shenzhen,however due to the following factors, such as transformation of governance functions is not in place, the development of community intermediary organization is inadequate,the demands of community interest are different, the awareness of community participation in governance is not strong, etc as a result,the community still faced with many difficulties, such as autonomy and administration in community governance is contradictory, community governance mechanism is not perfect, community governance legal system is imperfect,"Article","block" contradictory to the community governance system is not smooth, the role of community committees is dislocation. This article dedicated to the research on these issues and causes of these problems. It tried to learn some successful experience in community governance from New York, Tokyo, and Singapore. Starting from the following aspects cultivating diverse community governance body, establishing a sound regulatory system of community governance, fostering public participation mechanisms in community governance, rationalizing the system of community governance, the introduction of market competition mechanisms in community governance, This article tried to construct a path to multi-center governance model in community in Shenzhen, and expect the governance innovation in community to better adapt to the local economic and social sustainable development,meanwhile, provide some useful experiences to other cities.
