The Study On Helping System Of Employment Difficulty Students Groups In College In The View Of Multi-Center Governance

The unemployment of colleges and universities students has an effect on the stability and harmony of the Chinese society. It has caused the universal public attention for the problem of employment difficulty students groups is becoming urgent and typical. In the April of 2009, the General Office of the State Council of the People's Republic of China formulated The Notice on Strengthening the Service Work to Promote the employment difficulty students, namely the document of the General Office of the State Council[2009]3. The Notice claimed that the colleges and universities and local governments should take the effective measures, especially to organize the employment helping activities to intensify their help to the people who have difficulty in employment, zero-employment family and laid-off workers of closed business. Though measures have been taken to help the employment difficulty students groups, the effect is not prominent. The following two issues are the main reasons. On the one hand, the colleges and universities oriented helping service in need the participation from the public; on the other hand, the departments and organizations that related to the employment of colleges and universities graduates are not in cooperation.Against the above background, this paper will give a research to the founding of current employment difficulty students groups helping system with the Multi-Center Governance as the theoretical view on the background of the present depressed job market. We selected the employment difficulty students groups of 2011 in Lanzhou University to interpret this group and know the current helping situations through questionnaires and interview so as to deeply analyze and found an employment difficulty students groups helping system. This helping system is on the basis of the cooperation of colleges and universities with the public under the theory of Multi-Center Governance. This paper develops from four parts. The first part is the introduction about the background, research meaning, plot, research method, theoretical basis of the selected topic. The second part is the interpretation of the current employment status of colleges and universities students in China including the situations of job market at once and the job surging polices and measures that have been taken by the Chinese government. The third part is the cases study based on the questionnaires from the selected employment difficulty students groups of 2011 in Lanzhou University to analyze the current helping situations and investigate the problems existing in helping service. The fourth part is about how to build the employment difficulty students groups helping system with the cooperation of colleges and universities with the public.In China the research to the employment difficulty students helping system is few and the research to the employment difficulty students groups helping system under the view of Multi-Center Governance is almost inexistence. This paper tries to contribute from the following three aspects through investigation and analysis that are on the ground to found the employment difficulty students groups helping system under the view of Multi-Center governance. First, it offers a new theoretical view to the research on the employment of colleges and universities graduates. Second, it comes up with the appreciate thinking plot to the founding of employment difficulty students helping system in the northwestern area in China. Third, it gives strong support to educators in colleges and universities, workers on the employment of graduates, social organizations and governments of all level to launch the helping work more effectively so as to help the graduates in full employment.
