Application Of The Entrusted Operation Mode In Market-orientated Operation Of Large Sports Venues After The Olympic Games

Despite there have many different kinds of market-oriented operation modes in the large sports venues, such as independent management,lease management,entrusted operation,PPP .etc., but from the successful experiences of the entrusted operation which some provinces and cities actively explore and practise in the large sports venues. It is not difficult to find that the entrusted operation of the large sports venues is relatively realistic way to choose in market-oriented operation modes after the Olympic Games. The entrusted operation of the large sports venues can have a positive and far-reaching impacts and high values to spread. Although a large number of researches on the issues of the entrusted operation of the large sports venues by Chinese scholars and institutions, which has laid a foundation for this study, there have been problems because of the domestic research studies have different perspectives, such as failed to take the entrusted operation of the large sports venues into account the systematic and comprehensiveness; and lack of focus on the main system arrangements and support mechanisms of the entrusted operation of the large sports venues; and insufficient attention to the mechanisms,procedures,institutional strengths,the conditions of applications of the entrusted operation of the large sports venues; and suggestions related to interoperability is not strong.By using documents and materials,questionnaires,expert's interviews and cases analysis, this paper makes study on the main system arrangements and support mechanisms of the entrusted operation of large stadiums, which is based on the Principal-agent theory and takes the swimming fitness venues in Ningbo city as the object. It can sum up to explain the mechanisms,procedures,institutional strengths,the conditions of applications of the entrusted operation of the large sports venues, so that complex the theories of developing and managing the large sports venues after the Olympic games.The main contents of this paper are: (1) the overview to the connotation of the entrusted operation of the large sports venues; (2) the main system arrangements and support mechanisms of the entrusted operation of the large sports venues; (3) the mechanisms,procedures,the conditions of applications of the entrusted operation of the large sports venues; (4) the institutional strengths,requiring attention issues and suggestions of the entrusted operation of the large sports venues.This paper holds that: (1) "the entrusted operation of the large sports venues" comes down to an word in place of "the entrusted management and contract operation of the large sports venues", but it is different from the traditional contract operation of the large sports venues, it is a new market- oriented operation of the large sports venue; (2) The main systems and mechanisms about the entrusted operation of the large sports venues are scientific decisions-making,division of labors,stakeholders,employees,incentive and restraint,supervision and so on, and the entrusted operation of the large sports venues is more applicable to the new ones; (3) the entrusted operation of the large sports venues has advantage with the lesser extent to separation in ownership and management of the large sports venues, and the alienation to function of the large sports venues to minimize and so on. However, from the current situation of the operation, there still have some problems in the entrusted operation of the large sports venues, such as the norms regulations is not perfect, and the evaluation is not perfect and so on. In accordance with the corresponding issues, the paper advises promulgating formal contracts or policies to regulate the entrusted operation of the large sports venues, and establishing a perfect evaluation on the entrusted operation of the large sports venues and so on.
