From Experiment To Full Coverage: The Study Of Rural Community Construction In China

Because of urban-rural dual economic structure caused by unequal distribution of social resources, especially education, health care, social security and other public resources are tilted to the city, making the country lack of nutrition in the long-term and gradually lose their ability of revitalization, rural residents can't enjoy the same basic public services or have the same right to development, so many shortcomings exist in area of rural politic, economy, and culture.Rural community construction is a new measure, to resolve the new phenomenon and new problems which appeared in the progress of china rural economic and social reformation, and as a new way is proposed by our central government to coordinate the urban and rural development, furthering the rural reformation. Rural community development from the experiment to full coverage demonstration experience more than 3 years, the earliest stages attach importance to the infrastructure and staffing, the construction is mainly of local autonomy. To assess the stage of full coverage, the central government commenced the overall planning, to propose clearly the assessment criteria about the full coverage of the rural community construction.In the thesis, the author chose XiQing, YuHang, QiDong, ChangLe, AkeSai five districts or counties as analytical cases, which called "national rural community building experimental demonstration unit". Through the rural community construction mode, organizational structure, operational mechanism, service function, service team, leading system and other related content of rural community construction. The thesis combined with some relevant data, to discuss the positive factors about promoting rural community construction, to summarize the successful experiences and inadequate experiences, so as to provide the practical experience for the rest districts or counties, making the theoretical study serves the social practice.
