Physical education is an important component of education. It is an effective means for students to maintain a healthy lifestyle and good physical condition. Its essence lies in protecting and nurturing human vitality. On the background of constructing harmonious society, human rights awareness and "Sunny Sports", how is the present situation of special physical education in Guizhou ethnic minority areas? Whether special physical education can help every special students experience caring, gain and enjoy health and happiness, feel concern awareness and improvement of capacity?Based on pondering these issues, the author takes pedagogy psychology, sociology and other subjects as theoretical basis of the research, and makes use of literature reference, questionnaires, mathematical statistics, logic analysis and other methods, investigates 19 special education schools , analyses present situation of special physical education in Guizhou Province.The results of investigation are as follows : The overall development trend of special physical education in Guizhou Province is gratifying since reform and opening up. There are 40 special education schools and 15000 students. Among the investigated schools, the PE. teachers are young in average, sex ratio is harmonious, academic structure tends to be rational, job satisfaction is fairly high, and after-school sports competitions carried out fairly well.Though special physical education in Guizhou Province has gained significant achievements, there are still some shortages. The degree of teachers' specialization is low, scientific research is fairly few , and teachers' post-training is difficult to implement. The sports place and apparatus are in serious shortage, funds for sports is not very resourceful and the source of funds is single. The PE.teachers' workload is fairly heavy, and special welfare of western ethnic minority areas is difficult to implement. The inspection and supervision of PE. teaching is inadequate. The degree of PE. materials' and programme's popularity is not high and strong. There are some contradictions between PE. teaching targets and students' needs. The content of physical education lacks innovation, as well as teaching the knowledge of drawback compensation and health care, and the organizational form of PE. is single. The assessment of sports performance and learning is arbitrary. The organization and management of morning exercises, setting-up exercises during the break between classes and other physical exercise is not enough. "Sunny sports" is very difficult to implement. Family sports is short of interactivity. The situation of after-school sports training is not optimistic. The students lack sports awareness, their motivation to participate in sports activities is just to exercise body and keep fit, and there is significant difference between boys and girls.In view of the problems above, according to the actual situation in Guizhou Province, coached by "The scientific outlook on development", the author makes some suggestion : Deepen understanding, establish a new sports concept, and implement the status of special physical education. Strengthen government functions and create a favorable environment for the special physical education; Reform teachers education, expand teachers' training channels, strengthen the ethic building of PE. teachers, improve PE. teachers' ranks. Strengthen special physical education curriculum reform, and actively develop local materials. Broadening channels of funds, increase capital investment, improve physical education environment. Implement the principle of "student- oriented"and "suiting the instruction to the student's level", foster life-long sports concept. Strengthen the guidance of after-school sports, and make it regular and institutionalized. Establish and improve supervision and evaluation mechanisms of special physical education.
