Teachers play an important role in the process of educational reforms and development for any country, and evaluations of teaching and other educational activities are important for teachers. A set of evaluation system for teachers, if which is helpful to teachers'professional development and functional in guidance, incentive and improving, could promote the teachers'teaching, generate their enthusiasm and creativity, achieve objective and scientific evaluation, improve management and ultimately provide a common development platform for teachers and students.The practice of high school mathematics teachers in our country was the context of this study, and the experiences of teacher evaluation in Britain, the United States, Japan and other developed countries were important academic resources. By the principles of"clear objectives","uniform standards","comprehensive content","diverse participants","flexible methods"and"proper result", this study combined the styles of performance evaluation and developmental evaluation, and constructed a complex evaluation system for teachers. Statistical methods such as dual-weighted method and sequencing method were used in the process of research.To ensure teachers'objective positions in evaluation and change the traditional top-down evaluation models, this study designed questionnaires for teachers according to the evaluation index system, and then adopted statistical software such as GPCM and Parscale to analyze the questionnaires.The result of analysis showed that the potential capacity of the basic characteristics of the teachers who were surveyed were normal. The views about peer evaluation were non-uniform, but the views about participation of leaders, students, self-part unified relatively. In the indexes of first levels, the ratings of importance of basic quality were different, but the understandings of importance of work-evaluating and performance-evaluation were basically the same. In the indexes of secondary level, the ratings about the ideological and moral cultivation, teaching-paration, operation guidance, extra-curricular activities and scientific research were different, and the others were similar. This study showed that there were conflicts between old and new concepts about evaluating and teaching in high school curriculum reform, the new concepts have not really implemented, and a need for new forms of evaluation is urgent.
