Office of the State Council issued the 2003-2010 national migrant workers training plan to enhance the transfer capacity of migrant workers so that farmers'income and their life can be improved, under the circumstance of building new socialist countryside and speeding up the process of urbanization. Vocational institute, as a educational institutions for training skill-based students can make use of teaching resources, teaching equipment and relations with enterprises to provide excellent, efficient training service to meet the needs of the rural labor force.The paper take CC institute for example, elaborated the experience and questions during the implementation of training. At the same time it also analyses factors which effect the implementation of the training and provide corresponding countermeasures through empirical analysis and literature survey analysis.In the foreword of the paper, the research background, the origin of study, the significance of the research and the researching method are included. The body is divided into four parts. The first part outlines the relevant theories of training surplus labor force as well as the successful training experience in Britain, the United States, Japan, German. The second part includes five aspects to introduce implementation of training surplus labor force in CC Institute, including research process, introduction of CC Institute, the specific practices of implementing training surplus labor force, experience and achievement, problems and shortcomings. The third part mainly analyses the factors of constraining training surplus labor force, including policy advocacy, service awareness, curriculum development, funds, qualification certificate . The fourth part puts forward a series of countermeasures and suggestion. It consists of six points,①forming services awareness for training rural labor force;②designing appropriate curriculums to meet needs of the farmers and enterprises;③improving teaching standard;④implementing the "orders" training;⑤implementing vocational qualification certificate system;⑥establishing training brand.
