Ananalysis Of The Restrictive Factors And Countermeasures Of Social Workers' Professionalautonomy

Professional autonomy means that in the process of providing services for clients,social workers can make judgments and choices by professional values,mission,principles,ethics,professional knowledge and abilities,without the pressure or interference of other external forces.In recent years,Wuhan has taken the Government Purchase of Services to promote livelihood of the people,so that social workers can participate in community construction.In the process of serving the community,as an external force,not only service effect,but also the role and function of social workers,are affected by social workers' degree of professional autonomy.Based on the practical experience of the children's interpersonal communication group in Y community in Wuhan,participatory observation method and in-depth interview method are used to analyze the present situation of the professional autonomy of the social workers when in service.The study suggests that,the professional autonomy of social workers is restricted,which is embodied in the following aspects.Firstly,professional autonomy awareness is weak.Secondly,professional autonomy capacity is insufficient.Thirdly,professional autonomy rights is limited.In the view of the social workers themselves,the differences in the level of education,lack of practical experiences,lower in professional recognition are constraints.From the perspective of stakeholders,the cognitive bias of clients,the lack of management and support with social service organization,the question and intervention of neighborhood committee,and the one-sided evaluation by service purchasers are hindering social workers from the professional autonomy.The paper puts forward the countermeasures to realize and enhance the professional autonomy of social workers from the aspects of social workers and stakeholders,which is guided by the empowerment theory.On one hand,self-awareness improvement,ability improvement,self-efficacy improvement can be used for self-empowering.On the other hand,clients,social service organization,neighborhood committee,service purchasers can be used for external-empowerment.
