Research On The Difficulties And Countermeasures Of The Vocational Training Of The New Generation Migrant Workers

Since the late 1970 s reforms,on the one hand,due to the existence of a large number of surplus rural labor force,on the other hand,due to the reform of the planned economy period segregation between urban and rural areas,as a result of long-term accumulation of "potential energy" start compensatory release population flows,large-scale urban and rural labor migration and along with the rapid development of China's economy.For these reasons,China's massive rural surplus labor transfer is under the background of the urban and rural dual system,soon appeared in the process of "migrant workers" this special group.In just 20 years,this group promoted the process of the reform and opening up and modernization construction in China,to China's economic and social development made a comprehensive and profound influence.,so to speak,is the important symbol of China's economic and social transformation,rural migrant workers is the main force of economic construction in our country,is also an important force in China's economic and social structure.Was born in the80 s and 90 s of the new generation of migrant workers has become a city construction in large groups,the status of this group is directly related to the urbanization development speed and quality.Urban and rural dual system in developing countries,under the conditions of growing importance for the transfer of rural labor force training,from the Angle of informal theory,this study based on the reality of our country present situation and problems of the new generation peasant workers vocational education and training,this paper analyzes the reasons of its formation and countermeasures are put forward under this influence,to promote the development of the new generation peasant workers vocational education and training in our country.Mainly through qualitative research methods,taking xi 'an as an example,through in-depth case interview in-depth analysis about the present situation of new generation migrant workers employment,found in the following problems in the informal sector professional training,rarely provide specialized vocational training for new generation of migrant workers,socially relevant vocational training institutions is not much;In the existingtraining institutions of vocational training content from the informal sector workers actual demand,and lack of pertinence;Vocational training mode is not flexible,training time is not flexible in migrant workers fail to participate in training;High training cost increase the financial burden of rural migrant workers,the imperfectness of its reasons,including the government,enterprise and individual three aspects,the "urban and rural dual economic system leads to the exclusion of new generation of migrant workers,the local government for vocational education and training of quasi-public products understanding does not reach the designated position,the enterprise an insufficient power input to the vocational training is insufficient,migrant workers themselves value degree is not high.I think the new generation peasant workers vocational education and training should be as quasi-public products,and finally into the scope of public service supply is conducive to the long-term and healthy development.In future policy should follow the principle of the value of the equity and efficiency,to create urban and rural integration of the new generation peasant workers vocational training system,consummate the diversified input mechanism,establish a "who profits,who investment" education cost sharing mechanism,to stimulate business investment migrants vocational training,to encourage the informal sector since Cenozoic migrant workers organization alliance to attend training,improve the new generation migrant workers own emphasis on vocational training.In this way,the new generation farmers union more proactive participation in training,increase knowledge,increase the skill,faster to improve its economic strength,contribute to accelerate urbanization process.
