Education's quality of teaching is the lifeline of the university, and it is the eternal theme to promote the education's quality in building and development of university. Especially, the teaching quality guarantee in university which concerned unprecedented in the transformation period of higher education from elite education to mass education. P.E education is goal leading activity, and in the education activity the P.E. teacher is the leader whose education's quality , which is high or low, affect the interesting of the students who are engaged in the physic activity, and effect of the mastery of P.E. knowledge and skill, and even the establishment of thought in the lifelong. Following the deepening development in P.E. education reformatory, the evaluation and monitoring of education quality of teaching has been become a available way in verify the achievements of teaching reform above. Above all, it plays an important role in discussing and studying the subject of teaching monitoring and evaluation of P.E. teachers'in universities.The subject was studied by the system, method, content of teaching monitoring and evaluation of P.E. teachers'in universities of Harbin. The firsthand material was handed through the experiments on bachelor and junior for two years from 2007 to 2008. The conception of the quality of P.E. teaching was definited by studying and discussing of the principle and method of teaching monitoring and evaluation of teaching quality. It builds system of diversity monitoring and evaluation, which avoids the disadvantages of single administration system, deficiency of democratic atmosphere and supervision mechanism, which beneficial to form impersonality and just evaluation and build harmonious unit. The mode of evaluation of Four Evaluation Combination, which include self-evaluation of the teachers, teaching evaluation of students, mutual-evaluation of colleagues, comment of superintend and director of P.E., was proposed. Pay attention to personal participation and supervision, and humanism, and relatively impersonality and justness. Draw a qualitative and quantitative estimated standard., which according to the practical situation of complexity of teaching. To develop evaluation of teaching positively, and enable the effect of formative evaluation , to feedback the information to the teacher, that make help the teacher of self-cognition, self-motivation, self-enhancement, which improve the lesson of teacher, and enhance the quality and effect of teaching. Making regulations, and improving teaching according to method, that enhance the effect of administration. Improved the system of evaluation of student, making the regulations of the evaluation, which according to the spirit of Guiding Outline of P.E. Teaching in Common Institutes and Universities, that will excite the interests of the students, and the good results were obtained.
