With the rapid expansion of the current scale of higher vocational education, the social requirements for higher vocational education have been popularized. And meanwhile, the demand for quality of vocational education has also been put on the higher level. However, the key to improving the quality of teaching is to establish the teaching quality monitoring and evaluation system combining with day-to-day teaching activities. It is also the objective requirements for higher vocational colleges to monitor the quality of teaching on full implementation and form a long-term quality assurance mechanism.The thesis, first of all, defines the quality, quality of teaching, teaching quality monitoring system and other basic concepts. On the basis of analyzing its own features of higher vocational education, the paper points out the present status and characteristics of the construction of the vocational teaching quality monitoring system. According to the principle of building the teaching quality monitoring system and the analysis of the existing system problems, the article forges a set of scientific and complete, highly feasible teaching quality monitoring system, which is suitable to the practical application for the higher vocational institutes.The evaluation of the teaching quality is an important means to the teaching quality monitoring and a key factor for judging the level of teaching. Finally, the article focuses on studying the evaluation of the class teaching quality. By using the theory of fuzzy as the research tool and multi-level analytic approach, it establishes a multi-level indistinct apprehensive evaluation mathematical model, which can evaluate the teaching effectiveness by combining qualitative with quantitative, theory with practice, and leads to a scientific and equitable evaluation of teaching procedure. Establishing and implementing a teaching quality monitoring and evaluation system is a strong measure for higher vocational institutes to guarantee their teaching quality, to reach the nation-fixed standards, to improve the social recognition and to promote the healthy development of higher vocational education itself.The thesis has a certain theoretical and practical value for higher vocational institutes to study, construct and implement the teaching quality monitoring and evaluation system.
