The development of teachers'professional is a great theoretical subject proposed by the current educational reform and practice. Theoretical research and educational practice shows that teachers' specialization has become a successful strategy in promoting teachers' development and improving teachers' social status in the world. As an effective measure to improve the overall quality of the teachers, teachers' professional development must be an important tendency to the reformation in the Chinese educational system. PE teachers are important parts of teachers. They have the necessity to apply the theory of teachers'professional development to guide its construction and development.The study was based on documents and materials, interview, questionnaire and mathematical statistics method. The writer made a survey of the present conditions and the countermeasures of P.E. teachers' professional development in Anshan primary schools and middle schools and aimed at analyzing present situation, find out problems and put forward the improving measures in order to further enhance the professional level of P.E. teachers and organize a group of highly qualified teachers. Through the survey, the main conclusions are as follows:(1)Most of the P.E. teachers in the primary schools and middle schools in Anshan have reached the basic mark. But we should make greater efforts to train and to improve the level of P.E. teachers in high school. P.E. teachers' professional and age structure is more reasonable, especially the majority of teachers are young and strong, which is important.(2)P.E. teachers in the primary schools and middle schools have a clear understanding about the necessity of professional development. Their understanding increase with the academic degree, while the teachers being older and poorly-educated rarely realize its necessity .(3) P.E. teachers in Anshan have the correct attitude. Professional career stability and responsibility are increased with age, title and education. P.E. teachers have strong professional teaching ability and can be competent for their job, but common cultural knowledge is not ideal. Most P.E. teachers have positive attitudes towards scientific research. Their main motives are to improve teaching quality and perfect themselves, but their generative capacity needs improving. P.E. teachers mainly apply modern educational technology to teaching purposes. The technology of modern young teachers is superior to the seniors.(4) P.E. teachers in Anshan have strong desires for further study, but schools don't provide enough support to them due to many reasons. In addition, the training content is not effective, training methods are old-fashioned and monotonous, the levels of participants are different from each other. These cause the PE teachers not to have enough satisfaction with the effect of continuing education.(5)Learning activities of teaching, training and further study, education and communication with the teachers in the same profession as well as teaching and research activities are the main methods of their professional development. Meanwhile, there are several main factors which affect the PE teachers involved in profession development, such as the limitation of the school condition, the nonsupport of the school leaders, the restriction of personal economic conditions and the heavy task. These factors have influences on the P.E. teachers' participation in professional development activities in various degree.
