Research On The Establishment Of Technical Hierarchy For National Traditional Minority Athletes

Since 1956, China promulgated and implemented the technical hierarchy for athletes. The aim is to encourage athletes train hard and strive to improve their skills. It was improved that its establishment not only helped to train many outstanding sports talent, but also made important contributions for our country's ranking the peak of competitive sports in the world. The establishment of technical hierarchy for athletes is the choice of sports culture under the background of globalization, which meets the line way between national traditional minority sports and modern sports. It is the necessary requirements for the development of national traditional minority sports. It is of great theoretical and practical significance for the development of national traditional sports and the heritage of the nation's excellent culture.Making use of the methods of literature, expert interviews, questionnaire survey, mathematical statistics and the inductive logic, this paper analyses and researches the athletes'technical hierarchy.The results show that the implement of technical hierarchy for competitive athletes has played an invaluable role in the development of our country's competitive sports, but the fly in the ointment is that the national traditional minority sports are not included. So it is imminent for the establishment of technical hierarchy for national traditional monority athletes, which is favor of the establishment and development of national traditional sports subjects, and perfection of establishment and management of the national traditional sports system, and protection, development and inheritage of national traditional culture of our country.Its establishment is the inherent requirement of sustainable development of national sports, and it obey the objective regulations of social stratification and social mobility, which is significant for protecting the legal rights of national traditional minority athletes.The improvement of management system of present technical hierarchy for athletes provides the conditions for its organization and management, and our country's various laws, regulations and policies are its most beneficial political security, while various competitive systems of national traditional sports and high level traditonal minority athletes groups are its solid foundation. Meanwhile, the practical establishment of technical hierarchy for national traditional minority athletes should be begun with the means of establishing the hierarchy, the choice of contetn, text and standard and its implementation, promotion and improvement. Supposing that the technical hierarchy for national traditional minority athletes should be adopted into the existing system of technical hierarchy, the level can be divided into national level, the first, the second, the third and the junior class. The management agencies are co-composed by The State Ethnic AffairsCommission and the sports department . The establishment of the hierarchy'standard should be based on the results of the national and provincial minority sports, the ways to establishment should be with reference to the standards of technical hierarchy for competitive athletes.It makes use of statistical theory to make the scientific standards at all levels dynamically and takes two different types of sports high-foot racing and crossbow-shooting as case analysis, and develops the hierarchy's standard by standard methods and percentage location methods.
