Research-oriented universities, which mainly aim at academic research and postgraduate education, make contributions to the society by transforming the research findings into practice. Prominent professors, excellent management and distinguished postgraduates are solid foundations for undertaking key scientific research projects and keep generating a great many original results. The universities of this kind are multidisciplinary, international and autonomous.However, most research-oriented universities in our country confront the problems of student source, teacher resources and funds. It is suggested that promoting both academic concerns and general management should strengthen the competitive abilities. According to the construction target of research-oriented universities in China, scientific research evaluation criterion of some overseas and home universities, as well as personal work experiences, the author tries to discuss the evaluation system of research performance in terms of hierarchy and expert analysis. It is believed in this paper that the scientific research evaluation criterion include research scale, academic level, postgraduate education, graduate education and social support; to some extend, the criterion are influenced by disciplinary differences, and the relationship between teaching and studying.
