Application-oriented university is a symbol of Chinese higher education population. It is also one of the most important characters of higher education development and the reform at present.At present, many newly established universities just focus on saying they are developing the applied talents and emulating the applied-oriented institutions. While they do nothing to change, they are still on the old road of traditional assessment of teaching evaluation system.So building new teachers’ performance evaluation system is an important development and revolution in present Chinese higher education.In this paper, we focus on how to build applied-oriented university teachers’ performance evaluation system. And the paper takes the unreasonable teachers’ performance evaluation system as analytic target. We summarize four questions: First. Position: Not to follow the traditional teaching system. Second. Practice: Not to be applied mechanically. Third. Period: The dividing point of the period of the system has broken away from the teaching work and the practice teaching environment at the present stage. And the inflexible system makes the teaching work and evaluation fragmented. So the loss of unity, integrity and science is a “ cut muscle type” period arrangement. Four. Feedback: Not to be at a snail’s space. The feedback of the system has retardation effect and vague tendency.In view of these problems, this paper combines Chinese and foreign modern hu man resources management theories and raises five application-oriented university te achers’ performance evaluation system’s principles:1,the operability principle of quantitative; 2, the principle which consistent with university personnel training solution goals;3,the principle which fit for cyclical feedback and dynamic ma nagement; 4, principle of openness, fairness, impartiality and applicability of th e 5,the system principle of performance and appraisal system. According to t his thinking, the application oriented university teacher’s performance appraisal system would be divided into four basic programs:the assessment and evaluatio n system targeted program;cademic research examination assessment targeted program;university teacher’s ethics evaluation system targeted program;social public servic e evalution system targeted programFinally, hte paper will be case studies on Quanzhou Insititute of Information Egnineering to look forward and propose new peroid more scientific and reasonable direction of the aplication oriented university teacher’s performance appraisal system through the empirical analysis.
