From a global perspective,most countries' basic education curriculum management system has reflected the common trend to get decision-making power balance between nations,localities and schools since 1980s.In the process of the reform,there is a consensus among the countries,that is,single national curriculum structure cannot solve all curriculum problems that schools encounter.In response to the requirements of the times,most countries are trying to find a dynamic balance and the best combination point between centralization and decentralization in the curriculum management policy,according to the national actual conditions.For a long time,the highly centralized and unified management in China's basic education curriculum has been lacking diversity and selectivity and local curriculum has always been in a weak state.All this leads to the situation that the basic education curriculum cannot meet China's conditions of vast territory and uneven development of various localities and schools,and also cannot meet the developmental needs of individual students.The reform of centralized course management system is the trend of the times.In June 2001, National Ministry of Education issued the "Basic Outline of the Curriculum Reform(Trial)", determining the three-tier management system between the nation,locality and school;and Local Curriculum has also become one of the goals in basic education curriculum reform.All this has attracted many scholars' theoretical concerns.Many provinces and cities have conducted Local Curriculum development and implementation,and achieved gratifying results.Local Curriculum is the courses with own development,design and implementation in various places,and it has distinct geographical features.Local Curriculum has been an important component of the National Basic Education Curriculum System;and it is based on the actual situation of local economic and social development;also it is the course to meet the specific requirements of the development of individual students in the local places.Local Curriculum development of Handan Idioms will focus on the profound idiomatic culture,the rich idiomatically cultural landscapes and a broad range of literature.The aim is to effectively improve students' quality of Chinese through the study of Handan Idioms and the succession of outstanding cultural traditions.In this study,based on the curriculum theory,the author mainly expounds the curriculum development value of Handan Idioms,and envisages its curriculum goals,course contents, curriculum implementation and curriculum evaluation.There are four parts in this paper.Preface is mainly about the major reasons,the status,the theoretical basis and the basic idea about the research.Chapterâ… firstly outlines the concept of local curriculum,and then concretely briefly analyzes the characteristics about local curriculum and the purposes,the impacts,the constraints,as well as the principles of its development.Chapterâ…¡mainly analyzes the significance of local curriculum resource development. Handan Idioms has carried a lot of information of Handan ancestors' history,and reflected lots of the prevailing social customs and their ancestors' intelligence of philosophy,as well as its important status in everyday language.Precisely because of this,the curriculum development of Handan Idioms is helpful for students to understand the local situation and love their homeland;at the same time,it helps improve students' reading ability in Classical Chinese,to accumulates Chinese knowledge and to promote the implementation of local culture's value.Chapterâ…¢makes a more detailed introduction of the goals,contents,implementation and evaluation of curriculum development about Handan Idioms respectively.The goals of the curriculum development about Handan Idioms are mainly based on the characteristics of students' physical and mental development,as well as based on the unique characteristics of Handan Idioms.The selection of the course contonts should meet the curriculum standards, the actual needs of students and the teaching contents.It should mainly focuses on the study of the Chinese knowledge and cultural values in the allusions of Handan Idioms basesd on the characteristics of Chinese.The part about the course implement,is essential to set up a paradigm for reference.The part about the course evaluation mainly makes an introduction of the scope of the local curriculum evaluation of Handan Idioms.
