In the last decades of years, the Higher Education in China has made a great progress, especially after the expanding enrollment scale since 1999, for which the uprising of enrollment ratio and rapid increasing of students' number in universities accelerate the popular of the higher education in China. However, the inadequate investment directly gives rise to the disproportion of learning resources and the amount of college students, which contributes to the development bottleneck of most colleges.Being the leading status of education development, educational technology is endowed with the power to promote the education reforming as the innovator and also the commanding height and breakpoint of it. The research point of this paper is that under the analysis the learning resources caused by the rapid increasing of the amount of students for the popular of higher education, with the application of graph theory and relevant education theories, there will be a discussion on the way to optimally arrange the limited learning resources, improve management skills with the aid of certain technology method, the purpose of which is to promote learning, better performance through creating, performing and managing adjusted technological processes and resources.The research outline and method are described as following. After an analysis of leaning process of learners in college, the author will take a summary of the primary learning resource factors and have a further analysis of the effect and influence on the learning process affected by them. Afterwards, the author will raise a maxim to optimize the learning resources in line with the education law based on graph theory. There are three parts comprising the whole essay. The first part is an analysis of the current situation of popular of higher education in China and comb out the learning resources which have an effect on the learning of learners. The second part will construe an abstract mathematical module based on the analysis of relevant processes. The third part is to find out the optimal problem-solving method based on module and graph theory. As for the methodology, documentation and induction methods are utilized. The referential documents are mainly form CNKI academic papers and excellent decorate and master dissertations and electronic books from www.ssreader.com, with the papery documents as supplements.The shallow opinions are presented on how to solve the following problems after the analysis.1, to bring forward the method of how to supervise teachers and courses with the respect to reducing waste of resources and improve the efficiency of utilizing them; to solve the problem of the teaching vacuum caused by the further study and leave of teacher by increasing set-pointscale; to seek out the optimal proportion of teachers and courses by the best match of bipartite graph in order to achieve the best teaching effect.2, with the application of chromatic theory of graph and the bipartite graph matching theory, to advance an approach of algorithm of arranging courses as the theoretical motivation of automatic arrangement through computer.3, to build a best time-saving campus through the analysis of activities of learners at campus and the scientific arrangement of different functional areas by mathematic.This paper begins with the idea of technology but processes beyond it. The idea is that the purpose of educational technology is to solve the education problem not to utilize technology in the process of education. The superficial demand is to take technology into consideration in cultivating and teaching, and the purpose is to solve the problems in order to promote the learning and development of students.
