It is of great significance to enhance college teachers'technical development by conducting teaching evaluation by students. By doing this, teachers can obtain much timely and reliable fade-back information, also by lengthwise and crosswise comparison, teachers can find out the advantages and disadvantages in the process of teaching to make teachers constantly summarize and reflect their teaching practices and results. In this way, they will get the bases for their technical development to promote their technical development levels. However, not all teaching evaluations will work, only scientific and rational evaluations can provide correct, meaningful and reliable information to provide sensible and rational judgments for their technical development, hence benefit teachers'development. This research is to establish a scientific teaching evaluations system by students and therefore enhance college teachers'technical development.Establishing a scientific system of evaluations by students, it must base on the technical development of teachers, and also make it an orientation to promote technical development of teachers. To enhance college teachers'technical development, it is need to make the frame of the evaluation and every parts of it meet the character of developing, that including evaluating target, purpose, evaluating standard, methods, result and fade-back etc. By conducting survey and interviews, this study does systematic research on the state of teaching evaluation by students at colleges and universities based on teaching evaluation theories.Results of the research are that there exist a lot of problems as follows. First, the diversity opinions on the purpose of teaching evaluation; second, the evaluation index and the choice of evaluation content are not so comparable; third, the design of evaluation procedures are not arrange well enough; fourth, the fade-back of evaluation results are using too shallow; fifth, the evaluating results are not as well as expected. This study, based on the penetrating analysis of these problems, indicates that in order to achieve the aim of conducting evaluation to promote teachers'technical development, the following should be done. First, deciding on the evaluation content in conformity with the development of both the teachers and the students, second, constructing scientific and rational evaluation index; third, establishing a evaluating standard that are really accord with the technical development for teachers; fourth, perfecting the evaluation procedures; fifth, reinforcing the fade-back of evaluation results, and producing a better campus atmosphere to improve the quality of the teaching evaluation by students. This study is really meaningful to further think about the purpose and position of teaching evaluation by students, and the conduct of improving evaluations.
