Following the rapid society development, there is a constantly trend of increasing enrollment in Chinese higher education level, which indicates a larger graduates group also. In recent years, university graduates are facing a more and more severe situation in job market, so the quality of higher education has caused a wide range of concern from the whole society. The evaluation of classroom instruction by students (TECIS) has become an important strategy to increase the curriculum instruction quality, which also turns a "buzz word" in pedagogy area.The evaluation of classroom instruction by students began from 1980's in Chinese universities. So far, it has reached huge progress. Nevertheless, problems are companied as well. Some of these problems have been solved, but still some reminds till now. These existing problems are restrained the development of TECIS. What's more, new problem appears through the development of TECIS itself also.The education quality in Shanghai has long ranked in top level in China and that is reflected by its software and hardware development. According to this, it is out of question that the accomplishment of education development in Shanghai will become a norm and a positive indication for other province. The success of TECIS in Shanghai will also have a similar positive effect. Some current problems of TECIS among universities in Shanghai share common characters with universities in other province, while others are quite unique. To discover these problems and recommend the solution to solve them will benefit the future TECIS development in Shanghai and also promote the local higher education quality. Meanwhile, it will enlighten the TECIS in universities in rest of China as well.This research is an empirical study and the target group contends most of universities in Shanghai. There is a compare and contrast analysis of the current development of TECIS through the investigation of those universities. Also, the impact reasons are concluded. Based upon that, conclusion and recommendation are represented in the final section. The purpose of this research is to provide evidence for effective TECIS in universities in Shanghai so that the higher education quality will be improved.
