With the development of higher vocational education,part-time teachers are becoming indispensible.At the same time,problems occurring in the personnel development and management are becoming the concerns of many scholars.Among the problems,there are such daily problems as policy of appointment,salary and welfare,assessment but more importantly,the policies for the teachers,strategic planning,stimuli, training and modern human resource management theories.Doing the research on problems concerning the part-time teachers may not only help realize the puzzles and put forward improvement programs but also help enrich the teacher policies in the field,which has the theoretic and practical significances.The author is familiar with the part-time teachers because he has engaged in teaching management for many years.Case analysis, investigation,policy analysis are adopted in this research done in TZ College.There are three questionnaires and 169 copies are sent out to part-time teachers,102 were taken back where 86 valid were collected.150 copies are sent out to the full-time teachers and 132 were taken back, among which 122 were valid.200 were sent out to the students in the college and 186 were collected,among which 162 were valid.And there were interviews to part-time teachers,administrators in the government and the college,executives in enterprises.Related documents of personnel policies,finance,law and regulations are analyzed as well in the paper.Based on the comparison of the standards of excellent teachers in the views of part-time teachers,full-time teachers and students together with the sources,motivation,stability,teaching ability, responsibility practical and theoretical experience,career sense of identity,The author has got the whole situation of the engagement, allocation,training,assessment and stimulus system about the part-time teachers.The author holds that the following reasons are the causes of the problems existing in the employment and management of part-time teachers. Firstly,the government's financial and personnel policies make the part-time teachers lack of belongingness and it is the college's financial burden to employ part-time teachers.Secondly,the enterprises are unwilling to send out their manpower with high quality because they are after biggest profit.Thirdly,part-time teachers are busy and they are not energetic and they are lack of sense of achievement.Fourthly,internal motivation,advanced management theories and mechanism are not satisfactory.The author believes that related policies,laws and regulations have to be improved on the government's part.Enterprises should be educated to have the sense of social responsibility so as to arouse their enthusiasm. The internal motivation and management should also be improved to facilitate problems concerning the part-time teachers.
