In the thesis,the author chose randomly 84 heads of the PE department and 420 students in 84 primary and secondary schools in 42 counties of 6 regions in Innor Mongolio Autonomous Region and made an investigation.The purpose is to obtain some knowledge of the situation of PE at primary and secondary schools in pasture and country area,such as PE practice,sports activities after class,PE teachers,appliances, the rate of the students who reach The Standard of The Student Physical Health and tradition sports,and so on.After analysing the data,the author found the main restriction factors and advise the school to improve the situation by making full use of their special location,pleasant environment traditional sports,traveling appeal and the chance of Developing the West,Meanwhile,the thesis can also be the first-hand material and scientific reference to the departments concerned,which are interested in the situation and will make some relevant policies to improve the condition of school PE.Findings:The 6 chosen regions,with relatively similar geographical features,nationality distribution,literature history,social economy, have been linked tightly and composed a joint which has overcome the administrative division,so the situation of PE in primary and secondary schools has shown no evident difference among the regions.The overall situation has been improved greatly due to the quality education and the education reform.The leaders' and teachers' PE awareness has been enforced,the role of school PE made clear,PE class increased evidently, teachers' degree and the teaching skill improved,students' interest in sports enforced and awareness of lifetime sports arouse.Problems:first,most people and the leaders of the schools are old-fashioned in PE.They attach little importance to the role of PE in the quality education;second,PE teachers are short in number,low in quality and unqualified accordingto the New Course Standards;third, the schools invest little in PE and the appliances for sports are greatly indeficient;fourth,the teachers' research level is low. Solutions:first,the leaders should abandon outmoded nation; second,the teachers be trained and the number be increased;third, the schools,aided by other social communities,invest more to improve the condition,fourth,the curriculum reform be enforced,the content be enriched,PE course evaluation system be built and imploy more theory to practice.
