| In the year 2000,the "Pu Jiu"(the implementation of 9-year compulsory education across China) in Xiangxi Autonomous Prefecture,measuring up to the requirement,passed the provincial inspection.From the second year on,it came into a phase of "consolidation and further improvement".This thesis,with its research focus on "Pu Jiu" in Xiangxi Autonomous Prefecture,sets out to straighten out the process of development of the compulsory education in this region during the past 30 years since China' s reform and opening. Basing on a summary of the great success achieved in this process,this paper raises some problems and puts forward corresponding countermeasures as a solution.In the introduction of this thesis,the current research status is presented and the weak points in the previous study of China' s compulsory education are analyzed in detail.Then the theoretical and practical significance of my research Work is elaborated with the research method and my innovation.The body of my thesis is Comprised of four parts:The first two parts give an account of the compulsory education(CE) history in Xiangxi Autonomous Prefecture,and straighten out the line of 30-year development of CE since the foundation of the republic especially after the reform and opening.Finally,conclusions are given on its achievement and lessons we can learn from it.The third part explores the underlying reasons hindering the "Pu Jiu" implementation through an review of the problems emerged after "Pu Jiu" The bouncing back of school dropout rate is affected by an integrated factor from family,school and society.The huge debt owed by rural country has to do with not only the tightened fiscal budget of Xiangxi Autonomous Prefecture,but also the national fiscal management system. People' s meager sense of educational law reflects the bad conventions and a geographical influence in the minority region. It also mirrors the importance of improving the educational laws and regulations.The fourth part makes some suggestions on the basis of the analysis above.It demonstrates from the perspective of both internal and external.Externally,more national and provincial investment,such as fund-raising,school faculty construction,corresponding aid,etc.,should be made to minority regions to help its education development.Internally, we should elevate the self-building ability of Xiangxi Autonomous Prefecture and Change our attitude to reinforce the regional education adaptability in minority regions and in turn, to resolve the debt crisis. |
