As the development of economy and social progress in China, it’s an inevitable requirement to promote the balanced development of compulsory education. At present, there is a serious imbalance in China’s education, mainly between urban and rural areas. The balance of teacher resources is actually the key to the balanced development of compulsory education. As the undertakers of the popularization of compulsory education, teachers play an important role in the development of education. It is still of great practical significance to make a research of teachers-balancing between rural and urban.This paper mainly analyses the imbalanced teachers between rural and urban from the perspective of Yang Zhou by regarding Yang Zhou’s case as an example. It discusses and compares the teacher’s team between rural and urban by questionnaire survey and interview survey, which could tell us the gap between urban and rural teachers among number and quality and structure. The result shows that there are five aspects which may cause the situation:First, the imbalances between social and economic development; Second, the long-term existence of rural and urban structure; Third, the negative impact of the school system; Fourth, the unreasonable system between urban and rural; Fifth, the different policy between rural and urban areas. According to the analysis of the reasons, the paper puts forward the corresponding suggestions:First, clear government responsibility and increase investment in education. On the one hand, the government must have a clear responsibility in the development of compulsory education and guarantee the compulsory education funding and wage levels of urban and rural teachers; on the other hand, local governments should carry out their own duties to strengthen the role of the central and local governments together. Second, transform the weak schools and lean policy to rural. On the one hand, government should tilt weak schools on policy and increase investment in weak schools; on the other hand, schools should strengthen their own culture to improve the school’s core competitiveness. Third, limit the disorderly flow of teachers to establish faculty exchange mechanism. First, establish the relevant laws and regulations and improve the flow of appropriate procedures and mechanisms; secondly, to narrow the income gap between urban and rural teachers; Finally, establish a regular exchange mechanism between teachers and promote two-way flow of urban and rural teachers. From microcosmic aspect, first, adjust the standard of teachers’ formation and innovate add and quit system; second, improve status and treatment of rural teachers while establish compensate institution; third, establish an effective incentive mechanism to improve the training of teachers enthusiasm.This paper aims to make a research on Yang Zhou’s urban and rural teachers, on the one hand contribute to the solution of urban and rural compulsory education teachers, on the other hand provide a reference for the popularization of compulsory education in the region and promote the development of compulsory education, thus accelerate the development of China’s Compulsory Education...
