The specialty evaluation of higher education is an important component of the higher education evaluation system. The improvement of China's higher education evaluation system depends upon the research and practice on various, multilevel evaluation including specialty evaluation. At present, it is relatively rich in the research on specialty evaluation, while the study on applied undergraduate program is rare and its theory and practice are not yet ripe. Therefore, the evaluation for applied undergraduate specialty will be promoted effectively through carrying out research on it.At first, this paper introduces the basic theories about education evaluation and the formation and development of specialty evaluation, analyses the connotation and the role of specialty evaluation and discriminates specialty evaluation between professional accreditation, drawing on the successful experience of professional accreditation of American higher education. Some responsive measures are brought forward aiming at the problems existing in China's higher education evaluation. Then, according to the constituent elements and "external adaptation" orientation of applied undergraduate specialty, this paper applies the analytic hierarchy process and the fuzzy comprehensive evaluation to following aspects: to design an index evaluation system for applied undergraduate specialty, to measure all indexes' weight and to construct a layer fuzzy inference model for evaluating applied undergraduate specialty. Finally, the practicality of this model is proved through the application of a practical case.
