Teaching evaluation of development is a constructive process of interaction, which focuses on not only the current performance of teachers, more importantly, on the growth and development of teachers. Evaluation of development has the advantages of promoting professional teaching abilities, proposing individualized teaching, stressing teachers'self-reflection on their own teaching behaviors and motivating teachers to take the initiative to meet the needs of the development of modern education. Therefore, the establishment of the teaching evaluation system of the development is an inevitable choice.Based on the comparison between teaching evaluation systems home and abroad, this research establishes the college teaching evaluation system for promoting professional development. The main essentials of its composition are further defined:the future as the direction of evaluation; to promote the professional growth of teachers as the purpose of evaluation; new-entered teachers and those in the professional growth stage as the main objects of evaluation; students, teachers, teacher themselves and other subjects (the steering groups, experts leaders) as the subjects of evaluation;timely feedback and to enhance self-summary as the process of evaluation; to plan the training programs, implemented both rewards and punishments as the applications of evaluation. In this research, in order to improve the rationality of this teaching evaluation system, the methods of questionnaire survey, experts opinions are applied to collect and select the main evaluation indexes. Then, the methods of level analysis and experts sort are applied to determine the weight of each index.This research also analyzes an example evaluation system in a certain university for a case study based on the data collected and summarized. Combined with the analysis on status of college teaching evaluation system, this research designs and considers the establishment of the college teaching evaluation system of development from the principles, subjects, contents indexes of evaluation and the aspects of applications, feedback and process, and proposes practical relevant countermeasures. The general reform lies on the focuses move from rewards and punishments to the development; from supervision and inspection to inner development and improvement;fro the results to teaching process; from scientific results to the combination of both teaching and research. And this method makes it possible to take the differences among individual teachers, the subjects and the courses into consideration. Thus, a reasonable evaluation could be possible, so as to effectively guide teachers to improve teaching methods and contents, and effectively improve the quality of teaching.
