Research On The Supply Mechanism Of Aged Service In Urban Communities

In industrialization,urbanization and modernization process,the human turn into a "risk society".The aging of the population of the world population trends,as the first of ten risk of human society was advanced.Faced with the trend of population aging,understanding the current status of providing foe the aged services,in order to provide better services to the elderly is becoming a major social issues.In this paper,on the basis of hackeling the basic concept,two communities of Jianghan District of Wuhan City as an example,combined with the theory of the supply mechanism of public services,we carried out in-depth examination the problems of providing foe the aged services in the process c,on the supply mechanism of public services to use as a composite solutions to this problem.First,sort out the two key concepts:supply mechanism and providing for the old services.Supply mechanism mainly refers to its components,as well as the relationship between the various parts.At present,a variety of mechanisms for the supply of public services,there are administrative mechanisms,self-governing mechanism,voluntary mechanisms,quasi-market mechanisms.Providing for the aged service is the main means of social principals for the elderly services,contain in the spirit of life care services and cultural life of service.The providing aged services are a public service;there may have crowded line;because aged service is welfare for the elder people and is principal provide service to elderly who can not rely on its own to provide services.So it is not in accordance with the principle of equivalent exchange fees.Second,the study of two communities providing for ahed services.These two community are characteristics,X community is located in the old city,the community does not have a specific aged institutions,lonely elderly need to take care of themselves outside the community.F is a community-based urban communities,the majority of the community area,there is sufficient to establish the geographical community of older apartments,the formation of a unique way of aged service.Third,we examined the X community and F community of providing for aged services in the theory of supply mechanism of public service.We found that the administrative mechanism for the supply of aged services to meet the general needs of the elderly,but can not meet the special needs of the elderly,therefore,they should have more protection.Self-governing mechanisms for the supply of aged services to the elderly is a self-organized,or various social groups are organized to provide service,the current forms of this aged service in China has just started,it should be a strong proponent of this form of aged services.Voluntary mechanism is a supply mechanism which based on the spirit of charity of individuals and organizations.Community-based voluntary supply of public services may be an individual subject can also be organizations,individuals supply of public services,there are two basic forms:one is the individual taking the initiative to donate to other community members,are generally interpreted as a charitable act;Second,individuals do not material compensation plan, voluntary to provide public services for other community member,contribute their time and energy,that is,voluntary services.Quasi-market mechanism is the supply of public services in the introduction of market mechanisms,in the study we found that this is a more effective way of supply.Fourth,there are many problems in the supply of aged services,on the basis of examining the situation of providing for aged services,used the functions secondary mechanisms of social circulation,to view the functions of all parts of the supply mechanism is in place to perform,we found that there are many problems in the functions of all parts of supply mechanism of aged services:driving force for the overall are shortage,lacks of adequate protection,the main subject of monitoring are single,integrated force is shortage,lacks of appropriate feedback.Fifth,the problems of aged service,and some can never be solved by non-real-time, realistic solution lies in establishing the multi-center supply mechanism and the establishment of relationship between the supply mechanism and the type of service,so that mixed using a variety of supply mechanism and.In reality each supply mechanism has its own shortage,in order to achieve the efficient deviding for aged service,choose a complex institutional arrangements, namely,the administrative mechanisms by the Government,community self-governing mechanisms for self-government organizations,volunteers of voluntary mechanisms and market forces of the participation of quasi-market mechanisms work together to build the institutional arrangements for the realization of providing for aged services,is the prerequisite and foundation to the sustainable development.
