Research On The Performance Evaluation Of The Poor Students Funding In Colleges And Universities

In recent years, the state has issued a series of subsidy policy to students from poor families, increased the strength of the grants for college students, the subsidy amount basically met the material needs of students from poor families, so that should help make help and ensure that the students from poor families have the equitable access to receive higher education rights and opportunities, reflects the party and the country care and concern the students from poor families. However, we must clearly recognize that there are also a number of unsatisfactory issues in the Poor College Students funded work, such as recognizing the students from poor families is greater difficulty, paying attention to the material rewards and despising spiritual comfort, the funding policy is also large arbitrary,the precise use of funding resources and the normalization of the award activities are desalination and extensive, student loan repayment is not ideal and other issues. In particular, the general secretary Xi Jinping put forward the precise poverty alleviation ideas, is to achieve "accurate targets of poverty reduction, precise arrangements for the project, accurate uses of the funds, precise measures to homes, precise sent by the village, accurate results out of poverty." Precision Poverty Thought of College Student Financial Aid put forward new requirements, funding is to achieve accurate, the funding of one can not be less, not the funding of a can not have. To achieve precise funding, we need to evaluate the current Poor College Students Financial Assistance scientificly, find the problems existing in the work of poor students funding operation, to establish a set of effective performance evaluation system, to provide reference for the performance evaluation of financial aid to poor students in Colleges and Universities.This paper uses qualitative and quantitative analysis methods to study performance of subsidization for poor students, on the basis of ideas and principles of subsidization for poor students process management and evaluation index design, as well as AHP and fuzzy theory basis of comprehensive evaluation method, in consultation with the views of relevant experts and scholars on the basis to construct subsidization for poor students performance evaluation index system, selected six effects of subsidization for poor students performance levelindicators, further according to the analytic hierarchy process to determine the weight of each level index, and taking Chang’an University as an example, the fuzzy comprehensive evaluation model of the poor students in Chang’an University is constructed, and the poor students funding work of Chang’an University is in a general level, which has great potential for development. Based on this, in order to further enhance the performance of subsidization for poor students, to better adapt to the new requirements of the precise funding, there is a need to further promote the poor college students subsidy policy legalization, optimization and reconstruction of poor students accurate identification mechanism for funding, build multi-dimensional funding raising and allocation model, to construct accurate supervision and feedback mechanism of funding, improve the poor students funding tracking management and services,to achieve sustainable development of poor College students funded work.
