Compulsory education is the basis of the whole education. And the population in rural China is 70% of the whole population in our country. So compulsory education in rural areas plays a very important role in our society's education. Since the adoption of reform and opening policies, the management system of the compulsory education in rural China has changed for many times. In the 1980s, China adopted the policy that different ranks take different responsibilities in rural compulsory education, and township government bore the chief responsibility. But there appeared a lot of disadvantages during performances. Then in 2001, our country changed this policy to another. That is, the government at the county level bore the chief responsibility for the rural compulsory education. During the change, the responsibility of the township government in rural compulsory education was diminished. But it doesn't mean that the township government has no responsibility for the rural compulsory education. In fact, the township government is at the grass-roots level. And the township government gets the closest contact with the rural compulsory education. So the township government plays a special role in rural compulsory education. This essay elaborates on the township government's responsibility for the rural compulsory education. And it can be divided into four parts:In the first part, the essay mainly introduces the research background, goal, significance and the tools used in the essay, and the situation of the present research and the main innovations of this essay. In the second part, the essay expatiates upon the relationship between the compulsory education and the government. According to that, the essay demonstrates further that contemporary government should take the responsibility for achieving the goal of the compulsory education. Then the essay expounds that the township government plays different roles in different management systems. At last, the essay defines the responsibilities that the contemporary township government should take in rural compulsory education. In the third part, the essay combines the theory with the reality to discuss what kinds of responsibilities the contemporary township government should take. Compared with the second part, the third part places much emphasis on what kinds of responsibilities the contemporary township government doesn't take and why the contemporary township government doesn't take the responsibilities that it should take. In the forth part, the essay gives some constructive suggestions on solving the problems.The innovations of this essay are as follow: 1.The essay develops a new style to study the government's responsibility for the rural compulsory education, which discusses the township government's responsibility. 2. The essay divides the township government's responsibility into three kinds, which makes the township government's responsibility into details. And it can help other authors to research the township government's responsibility for the rural compulsory education in the future. 3. The essay combines the theory with the author's own experiences and survey research. So it can conduct the development of the compulsory education in rural China.
