Preliminary Study On County Government Responsibility In Distribution Adjustment Of Rural Compulsory Education In China

As one of the important policies in the reform and development of our basic education, the school adjustment in rural compulsory education take great part in reducing the waste of education resources, allocating rationally the compulsory resources, improving efficiency in resources utilization and assisting the balanced, comprehensive and sustainable development in rural compulsory education. It will promote health and sustainable development of rural compulsory education if this policy is carried out scientifically, reasonably and effectively. However, there are some problems occurred in the implementation of distribution adjustment which prevented the effect of this policy. Furthermore, it sops the advancement of reform and development of the compulsory education.Facing the demanding issues occurred in the process of adjustment in rural compulsory education, the author tried to take the basic character of the compulsory education, that is, a public goods as basis, with literature collection, comparison and analysis, took the county government responsibility as the breakthrough point, analyzed these issues and proposed some practical policies to solve these issues.There are three parts in this thesis: in the first part, main content and characteristics of the local government in compulsory education distribution adjustment was elaborated, all of these are the basis of the further study; in the second part, present situation and problems in government responsibility fulfillment was analyzed and the main reason caused these problems was figured out; in the last part, the countermeasure to solve these problems was proposed according to the reasons found in previous part.
