Chinese economy is becoming well in recent years. Following the scientific develepment concept, our government is trying to explore a new economic way which can co-ordnate the urban and rural economy. In order to implentment it effictively, we have to do well in coordination between the urban and rural areas or local population and migrant workers, especially we should establish a basic education which is belived to be meet the social equity and balance.Balanced development of basic education is an important manifestation of enducational equity and the foundation of social justice. With chinese urbanization, it is irreversible for rural education to be citicized.At the same time, the concept of balanced develepment of basic education has deeply rooted in people’s hearts. In the present,it has been a very important task for the government to narrow the gap and achieve equlity in enducation.Balanced allocation of resources for education is the basis and premise to achieve the fair basic education, and it is also an important way for the education sector to solve the educational problem. Balanced development of compulsory education relates to the balanced allocatio of educational resources including funds,the school conditions and teacher Balance reflects in equal opportunities to school,equal treatment in the educationa process,and the balanced result of education which is the ultimate goal of balance development.The city of Rizhao which has been developing very well for years, is a typical process of urbanization in emerging port city. Just like other chinese cities, it is also facing a series of questions in educational transition, especially about the balanced allocation of resources or not. There are some unbalanced issues between urban and rural areas and schools. The reasons are variable such as the mechanisms,historical impact,ideas and so on. According to it, the author tries to find effictive ways to solve the problems by investigating the situations of Rizhao basic education. The author also do empirical and theoretical analysis by obtaining the data from education sector. This thesis do the research in seven sides, such as investment in education, school conditions, teachers,stdudent budget for public funding,student school building area, student teaching equipment, the qualification rate of teachers. According to it, we can find ways to narrow the gap between urban and rural areas and promote the development of basic education in balance.The main way of this study is literature method. At the same time, I also randomly visited several schools to obtain the fist-hand information. It is very useful to do empirical research in economics.
