With a long time, there are issues such as a total lack of teachers, added difficulties, and structural imbalances in China's rural areas. With the acceleration of the primary and secondary schools'adjustment .More and more schools merge, there is a problem of excess teachers in some rural schools. How to improve the appointment system of selecting teachers as teaching positions and how to settle the problem of surplus rural teachers, have great theoretical and practical significance.In this paper, first, analysis the background of rural surplus teachers, then defines the use of the connotation of the surplus rural teachers, that is, excess teachers in rural areas because of the restrictions of plaits. Then introduce the status of evaluation of rural teachers and placement of the surplus teachers. And analysis the difficulties which led to placement of the main reasons are unreasonable determination system and unreasonable settle way. Finally, from the two levels introduce the resettlement of surplus teachers.This article is divided into four parts total, the introduction of the issues set out to study the value of research; the second part introduce the background of the surplus of teachers and define the concept of surplus teachers, the third part of aggregate the resettlement problems of rural surplus teachers and analyze the reasons for that; the fourth chapter from the education administration departments, schools, in the two areas to enable placement of the surplus carried out smoothly.
