The compulsory education stage is a basic educational stage to have a prominent position, relating to students'development directly, influencing native area directly, or even national future. The our country is being placed in the development process from the opportunity to enter school equitably to the resources of the education fairly, in the well balanced install of the resources of the education, teachers'resources are the most important condition and the key. Because of the region economy society of unbalance and city in our country and the influence of the two systems between towns and rural areas, especially existing teachers'administration ordination system etc. there is a huge region difference and difference between cities and rural areas about teachers'resources in compulsory education stage currently, the development of schools also is very unbalance, so it causes the unbalance of the compulsory education. Teachers are the first resources in each school. And students choose the school because they mainly want to choose teachers. To make that the student don't choose teachers, we should facilitate a rational flow of trained personnel. This text analyzes the teachers'appointment system in the compulsory education stage and has performed in Panjin city for several years. The text should make a mode to provide a beneficial reference about the teachers'appointment system in compulsory education stage.
