This paper attempts to create a value's system of Senior Political Lesson's goals, which can combine the universal theory of values of goal-oriented to practices of the Senior Political Lesson.In this paper, firstly, the author defines the concept of "goal of teaching", that is, the most narrow sense concept of "goal of teaching" - classroom teaching objectives; overviews four values of goal-oriented in the history of the pedagogy, namely "Global Objectives"values, "Behavioral Objectives"values, "Evolving Objectives"values ,"Expressive Objectives"values, and analyses their characteristics and advantages and disadvantages. Secondly, analyses the problems and the reasons in achieving the goals of Senior Political Lesson .The problem includes: the main dislocation-for-steal, vague and general statements, not enough open design, operation difficult to carry out, evaluation lack of basis. The author puts forward some ideas boldly, considering the fundamental reason for these problems is the error in the value's system of Senior Political Lesson's goals. Therefore, in order to balance and reach the goals of Senior Political Lesson, it is necessary to examine the questions of its value orientation.In view of this, the author puts forward a goal-value selection strategy system: It is not simply approving this values, eliminating other values, but according to the characteristics of different teaching objectives, give full play to the advantages of the values, avoide their disadvantages, and create a value's system of Senior Political Lesson's goals. In order to ensure the operability of this system, the author puts forward the scapes of using each values and applicates many specific methods of using and evaluating. Finally, in order to improve these strategies, the author proposes some questions to pay attention to in using these strategies, such as: the degree of concerning, democratization, transparency, integrity and so on.The combination of the theory of values of goal-oriented with the practices of the Senior Political Lesson is still a gap in the current theory. The author hopes this article will start and cause theorists and practitioners concern this question, and promote the development of the educational theory and the practices of Senior Political Lesson.
