The new curriculum reform of high School has been inplemented in some provinces and municipalities in the country since 2004 and then popularized all over the country. What' s the effect of this curriculum reform? In this thesis, ethnographic research methods have been adopted from the perspective of policy instruments to study the implementation of new high school curriculum refom. Therefore, the main research questions in this article as follows: which policy tools have been used during the implementation of high school curriculum reform? The further analysis is how the effectiveness of policy instruments? What are the recommendations for curriculum reform' s further improvement? Through the study of these issues, some problems can truly been reflected in the high school level in the implementation of the new curriculum reform policies. Through an understanding of thought and felt to the curriculum policy of school leadership, teachers and students, the effects of policy implementation and the need for improvement can be studied.After doing a lot of work on literature review and knowing the present situation of the new curriculum reform, I have chosen a high school from a rural area of Jiangsu Province as the subject of my research. I have applied the method of thnography research to go deep into the school and know the policy tools high schools have adopted in the new curriculum and their effects as well. This research have collected great number of first-hand materials through observations of 9 classes, interview with several school leaders, teachers and students, field diaries and so on. In addition, I have gathered and perfected the textual materials of the new curriculum reform. In this triangle method, I have concluded the measures which governments and education departments at all levels adopted to put forward the new curriculum reform. These policy tools have been summarized: orders, assessment, supervision, institutional change, capacity-building, incentive measures. Studying the use of policy instruments, to some extent, those tools do have a certain role to help high school to promote the new curriculum reform. At the same time, these policy tools have shown this kind of situation: too many orders, assessment and supervision become apparent, institutional change tools lack of strict enforcement, capacity-building effect is small, lack of special incentive tools. Based this study, this thesis also gives following recommendations: the new curriculum reform policy should be reflected on and be improved, all levers of government should make comprehensive use of policy instruments, school leaders should pay attention to the new curriculum reform and the use of a variety of ways to intervene, every teacher should eliminate the resistance of the new curriculum reform and actively participate in the new curriculum reform. Through these measures can really push forward the comprehensive reform of the implementation of the new curriculum.
